“Independent researchers may apply” is only the first gate.
A call can welcome an unaffiliated science proposal while sending any later grant to an institution. Another can pay a fellow a monthly stipend while imposing demanding record and project requirements. Ask the funder about the missing step before treating a promising call as personal funding.

01 / Individual fellowship2026 deadline
Wilson Center Research Fellowship
A policy-relevant, nonpartisan research fellowship. The 2027–28 call closes September 30, 2026 at 11:59 p.m. U.S. Eastern, including recommendation letters.
Submission gate
No institution is needed to apply. Academic applicants need a doctorate and the specified post-dissertation publication record; practitioners need comparable distinction, typically ten years of relevant experience and substantial impact. An applicant living in the U.S. must be a citizen or permanent resident.
Published payment route
The Center says fellows receive a $10,000 monthly stipend for twelve months. Its public FAQ says stipends are paid monthly to fellows; final tax and award-administration paperwork was not reviewed here.
Decision before applying
Check your academic or practitioner record, policy-project fit, residence and ability to make the two D.C. trips. The guidelines say PhD for academics while the FAQ also mentions a JD; a JD-only applicant should ask Wilson to reconcile those terms. An independent applicant is possible; this is not an open grant for any independent project.
The science proposal closes September 30, 2026 at 8:00 p.m. U.S. Eastern. Science selection and later budget approval are separate decisions.
Submission gate
Investigators of any nationality or affiliation may propose; STScI does not require institutional endorsement of the science proposal. A non-U.S. PI seeking grant support for U.S. co-investigators must designate a U.S. co-investigator as Administrative PI in the science proposal.
Published payment route
Later grant support is limited to eligible U.S. investigators. Under STScI’s grant provisions, an eligible U.S. institution submits the budget and receives the award rather than an individual. Named investigators must meet the funding criteria at budget submission and throughout the grant.
Decision before proposing
An unaffiliated PI can submit science, but must not treat that as a personal cash award. If U.S. grant support matters, plan a viable team and institution route before the science deadline; ask STScI Grants Administration about your exact timing and eligibility.
These examples do not determine any person’s eligibility. Wilson’s final award paperwork was not reviewed. The JWST payee rule above comes from the currently linked STScI grant provisions, revised in November 2022; the Cycle 6 call says a revised document is forthcoming. Recheck that version before relying on the funding route. Exact budget eligibility and allowable costs still depend on the applicant’s situation. If a source is silent, we leave that gate unresolved rather than infer permission from the ability to apply.
